Entering the heat-pump market in Manitoba

Manitoba pairs one of southern Canada's longest heating seasons with an active Efficiency Manitoba heat-pump rebate that requires a registered contractor. Registration is usually step one for a new entrant.

Written by Ali Sedighi, MBALast updated:

Manitoba is one of the clearest provinces for a heat-pump entry plan, because the main provincial rebate has published rules and a defined path for contractors. The heating season is among the longest in southern Canada, so homeowners care about cold-weather performance. If you want to sell heat pumps here, registration with Efficiency Manitoba usually comes before anything else. We help plan that; we do not install.

The Manitoba market and its buyers

According to Statistics Canada, Manitoba's 2023 split was 52% of homes on natural gas as the main heat and 33% on electricity, so a heat-pump company here sells into two very different kitchens. That gives two distinct buyer groups:

  • Gas-heated homes in Winnipeg, Brandon and Steinbach that can add a ducted cold-climate heat pump to work alongside the furnace.
  • Electrically heated homes, where a heat pump can reduce resistance heating, and where some income-based offers apply.

Winnipeg is the competitive centre. Brandon, Winkler and Portage la Prairie are smaller markets where a company that explains rebate paperwork clearly can stand out.

Climate and what it means for your offer

Long, very cold prairie winters mean heat pumps in Manitoba almost always work with a backup. Efficiency Manitoba's rebate is designed for heat pumps that supplement an electric resistance or natural gas system, or that replace propane or fuel oil. Your offer and your messaging should reflect that: comfort, lower use of the main fuel, and cooling in summer, rather than claims that a heat pump replaces everything.

Programs to watch, as of October 2026

  • Efficiency Manitoba Air Source Heat Pump Rebate. The official page lists $2,000 for centrally ducted and $1,500 for ductless cold-climate units in existing primary residences, with these conditions relevant to installers:
    • the contractor must be registered with Efficiency Manitoba
    • the application must be submitted within 90 days of installation
    • the unit cannot replace an existing heat pump
    • registered suppliers can earn a $100 bonus for applications with an F280 heat-load calculation on work completed before March 31, 2027
  • Efficiency Manitoba heat-pump offers for specific groups. The Affordable Home Energy page lists income-based ground source offers for electrically heated homes, an interest-free ground source payment option of $75 a month for 15 years, and offers for First Nation communities and multi-unit buildings, all installed by registered contractors.
  • Oil to Heat Pump Affordability. NRCan listed July 31, 2026 as the last day for Manitoba residents to apply.

Where Manitoba entrants trip up

Three patterns come up repeatedly with companies new to the Efficiency Manitoba rebate. First, quoting the rebate before the company is registered, which leaves the customer stranded. Second, treating the F280 calculation as optional paperwork rather than part of the sale; it supports the bonus while it applies and gives the homeowner confidence in the sizing. Third, forgetting that the rebate is for heat pumps that supplement a main system or replace propane or oil, which affects how you describe the offer on your website. Each of these is easy to fix before launch and expensive to fix after it.

How we would approach a Manitoba entry

  1. Register with Efficiency Manitoba first. Advertising the rebate before you are registered invites lost jobs.
  2. Build the F280 step into your process while the supplier bonus applies, and because good load calculations reduce callbacks.
  3. Lead with ducted cold-climate units in gas-heated suburbs, where the rebate is larger, and add ductless for electric homes.
  4. Track the 90-day window for every job. A missed submission is a lost rebate and an unhappy customer.
